Unfortunately, this is more at the Treasury's option than at yours. You
have to be "invited" by the Treasury.

Old joke: Faithful, religious guy prays to win the lottery; doesn't
win. Goes back, prays some more. Doesn't win. This goes on for some
time. Finally, when he is praying, he hears a voice from above saying -
"At least meet me half way; buy a ticket!"

Same idea here. If you are not signed up with TreasuryDirect, you won't
get invited.

Default Treasury Direct updates

As you may recall, some time ago the UST changed
"www.treasurydirect.gov" into a book-entry Savings Bonds-only site,
leaving the bills/notes/bonds stuff available via the "Electronic
Services for Treasury Bills, Notes and Bonds" site.

A couple of new developments at TreasuryDirect.gov:
* You can now optionally convert physical savings bonds
into book-entry form.
* Supposedly "coming soon", the marketable treasuries
wing will be brought back into TreasuryDirect.gov,
and so from a single login you can access both
your savings bonds holdings and your marketable
securities holdings.
