There will not be a penalty on the money if you roll the money to an IRA
and then convert it to a Roth. Income taxes will be due, however, but no
penalty.

It is possible if the plan allows partial in-service withdrawals.

I doubt it if Vanguard is running it.

You'd have to roll it into a traditional IRA and then recharacterize it and
pay the tax.

Are you still employed by the employer who runs the 401(k)
you're talking about? If so, you probably cannot make the move.
If you're not, you can.

Not if you do a direct trustee-to-trustee rollover.

Default 401k Question

Hi,

I currently have a 401K set up with Vanguard.

I want to put some money into an IRA, specifically a Roth IRA.

Is it possible for me to move some money from my 401K to an IRA which
is run by Vanguard? Would I have to pay the 20% tax fee for moving the
money early?
