If you do not know you should find out. How a planner is compensated
can have a significant impact on the quality of the advice you receive.

My mistake on the rate charged. It is 0.35%, which still is quite
good. And, as far as I know, he is not getting commissions.

1% a year is pretty common. If you are paying 0.035% a year, you
are getting a great bargin in comparison. That is assuming that
the advice is any good, and there are no other hidden fees.

Is your planner a fee only planner?

The rates I have seen recently for fee only planners are typically 0.5%
to 1% per year. However, many planners offer lower rates on larger
portfolios so if the amount under management is several million dollars
the rate may be reasonable.

If you are using a fee based planner you are almost certainly paying a
lot more than you think because your planner is getting commissions on
the investments he recommends.
