Since you bought your I-bond in July, your adjustment dates
are July and January.

So you won't start getting the new rate until January (and you
will get that rate from January to July).

Default I bond interest rate applied?

I bought an I bond in July. When the inflation rate changed in November,
will I receive the higher rate as of November or have to wait for my 6 month
(January) interval as implied here...
http://www.publicdebt.treas.gov/sav/sbirate2.htm
.....under the "COMPOSITE EARNINGS RATES" with this sentence...
"For example, the earnings rate for an I bond issued in March 1999 changes
every March and September"
