More information regarding the nature of the loss needs to be known before
anyone can begin to answer the question. Also, just why type of annuity was
it.

If the loss you're talking about is due to a Surrender Charge, then you're out
of luck, as this is not considered an investment loss or even some kind of
investment expense.

Such questions are best answered by a local tax accountant (and BTW: I am not
