I think he's talking about a conversion...converting his Rollover IRA to
a Roth IRA (which can be an excellent move, if you do it in a year that
you incur little or no taxes on the conversion).

And the answer is, it seems to depend on the custodian, but you
shouldn't need to create another Roth account. In the beginning they all
made you go through as many steps as possible, but the forms have
changed over the past couple of years. So your Roth IRA custodian should
have a form that allows you to convert your Rollover IRA (or even accept
a rollover from that IRA and then convert it, if it's at another
custodian right now), putting the assets into your existing Roth. Call
them and ask. As long as the paperwork allows it I can't think of a good
reason to create another Roth account.

The Roll-over IRA WAS Income tax deductable, so it can
NOT be rolled into the ROTH withouit incurring CURRENT
Income tax liability.

Why do you think that you need a NEW Roth? Just leave
the ROLL-Over alone (unless you might wish to change
the investment vehicle ! ! !)

Default Rollover IRA to Existing Roth IRA?

I have a Rollover IRA and a Roth IRA. Can I convert the Rollover IRA
into the existing Roth IRA or do I have to start a new Roth IRA?
