Default Third Lien

Just purchased a "City program" house where the cost of the home was
significantly less than the value (about 130k) with the City to carry
the second lien.

I want to get a line of credit, but according to the City, I would
have to get a third mortgage or third lien to obtain that line of
credit.

I understand that this is something a lot of banks do not do. Does
anyone know of any banks that would do this?
